He earned a B.A. in Finance from the Catholic University of America and an MBA from Boston College. McCoy has spent extensive time working in international finance and global affairs with the International Monetary Fund.

Like President Donald Trump, U.S. Rep. Keith Rothfus, R-Sewickley, has put forth his own proposal for securing the border between the United States and Mexico, including outlining how the project should be funded.

Trump wants to build a wall between the nations that he insists Mexico will pay for.

In comparison, Rothfus, from the 12th Congressional District, introduced the Border Protection Fund Act last week.

The repeal resolution passed by a vote of 231-190, almost entirely along party lines.
